Should unpaid time count?
Yes, if you are counting what you actually earn. The admin, the chasing, the invoicing — that is work. If you only want billable hours, leave it out and read the number as billable rate instead.

Then the first few months are your baseline, not a verdict. Write the number down, and look at it again in three months.
